The joint meeting was organized by the Subsecretaria Cambio Climático, MAE, and facilitated with support of UNDP/FOCAM, UNDP/UN-REDD, FAO/MICCA/MAGHG, FAO/UN-REDD and the CFRN/CD-REDD II project. It was held in two parts from March 18 to 21 2013.

The first part (March 18) was planned to gather and coordinate among different stakeholders potentially involved in the process of conducting a GHG inventory also known as second kick-off of the CD-REDD project in Ecuador. During this meeting a common understanding among the manifold actors and stakeholders in Ecuador was created how to streamline a process for the implementation of a sustainable national GHG inventory system in the sectors of agriculture and forestry. Round about 30 participants attended the first day, among them delegates from Secretaría Nacional de Planificación y Desarollo (SENPLADES), Ministerio de Agricultura, Ganadería, Acuacultura y Pesca (MAGAP) and Coordinación General del Sistema de Información Nacional (CGSIN), Ministerio del Ambiente (MAE), Subsecretaria de Cambio Climatico (SCC), and Subsecretaria de Patrimonio Natural, Instituto nacional autonomo de investigationes agropecuarias (INIAP), Instituto nacional de estadistica y censos (INEC), and FAO (country staff).

The presentations and discussions were held in Spanish.

The second part was organized to set the scene for the new approach and to dicuss the following objectives among technical experts, which were:

  • To get an initial overview of potential actors in an national GHG inventory in the sectors of agriculture and forestry;
  • To get an initial overview of available data sets and tools to run a GHG inventory;
  • To provide general overview of available guidelines, tools, good practice examples and lessons learned in other countries;
  • To facilitate a opportunity to discuss with a broad audience the available data sets in-country and internationally and start to collect and structure the data according to the needs of a GHG inventory;
  • To close gaps in the obligations on reporting to international bodies (FAOstat);
  • To identify the next steps in the ongoing CD-REDD project.

Country wide experts from one of the following topics were invited: land use / land cover classification, forestry statistics, livestock population, crop management (especially rice), grassland management, fertilizer and liming application, and sewage handling in Ecuador. Around 36 different participants were counted during the three days (March 19-21) of the meeting. The delegates were sent by the institutions named above.

The presentations and discussions were partly held in English.
